General information
- Geographic location: Nghe An is bounded by Thai Nguyen and Bac Giang provinces to the North and Northern East, by Ha Tay and Vinh Phuc provinces the West and Northern West, by Ha Tay to the South and Bac Ninh and Hung Yen provinces to the East and Southern East, by Thanh Hoa province to the North, by Ha Tinh province to the South, by Laos to the West and South China Sea to the East.
- Area: 16,487km2.
- Topographic features: Nghe An is situated in the Northern East of Truong Son mountain range with complex, diversified topography split by hills, mountains, inclining from the Northern West to Southern East.
- Administrative units: Nghe An is divided into 1 city (Vinh city), 1 town (Cua Lo town) and 17 districts: Anh Son, Dien Chau, Quynh Luu, Nam Dan, Con Cuong, Hung Nguyen, Nghi Loc, Que Phong, Quy Hop, Thanh Chuong, Yen Thanh, Do Luong, Ky Son, Nghia Dan, Quy Chau, Tan Ky and Tuong Duong.
- Population: 3,003,000 (Year 2004).
Resources
- Natural resources: Nghe An has total natural land area of 1,648,729 hectares including 207,100 hectares of agricultural land, 1,195,477 hectares of forestry land. The province has 113 mines of all sizes and 171 ore points including various mineral such as coal, tin, bauxite, limestone, clay for making bricks, tiles, clay for making cement, etc. Besides, the province’s forests have rich wood reserves (over 52 million m3) including valuable woods such as fokienia, ironwood, dracontomelum, bassia, etc.
- Tourism resources: The province has great potentiality for developing cultural and natural tourism such as Pu Ma national park, Pu Hoat primeval forest conservation zone, beaches (Cua Lo, Cua Hoi, Quynh Bang, etc). There are 131 cultural and historical monuments ranked as national monuments by the State such as Kim Lien village which is the hometown of President Ho Chi Minh – leader of Vietnam and the world’s cultural well known man.
- Human resources: The workforce is 1.5 million in which trained labourers account for 18.75% (the province’s total population is 3 million). Every year there are nearly 30,000 young labourers with basic education added to the workforce. Nghe An has two universities (Vinh University and Technical Pedagogy University) with nearly 4,000 graduates annually, 3 pedagogy colleges and 2 professional schools. In the province, 4,000-5,000 people are trained to be technical workers of various professions every year.
Infrastructures
- Transportation system: Nghe An plays an important role in the national transportation system with developed and various network including roadway, railway, waterway, airway and sea ports. There are several national highways (No. 7, 48, 46 and 15) and Ho Chi Minh route running through the province. The province has the railway of 124km including 94km of North-South route with 7 stations (Vinh station is the major one). The airway (Vinh airport) has Vinh – Da Nang, Vinh – Tan Son Nhat routes. Cua Lo sea port allows the circulation of 1,800 ton ships developing exchanges with other countries in the world.
- Power supply system: Nghe An is supplied with electricity mainly from Hoa Binh hydro-electricity plant. The province’s Hung Dong 220 KV station, AC-300 wire of 471km supplies electricity to seven 110 KV stations.
- Water supply system: The province has quite sufficient water supply thanks to its diversified system of rivers, lakes. Water for urban areas and industrial zones is supplied by water supply plants.
- Post and telecommunication system: The province has quite complete and various post and telecommunication system with 105 switchboards, 170,000 subscribers of the total 230,000, 122 post offices (1 provincial one, 18 district ones and 103 communal ones)
- Industrial zones: At present, Nghe An has 4 industrial zones: Bac Vinh with the area of 143 hectares, Nam Cam the area of 327.83 hectares, Cua Lo with the area of 40.5 hectares and Hoang Mai with the area of 300 hectares.

- Growth rate: GDP average growth rate reached 10.3% for the period 2001-2005
- Economic structures: The economic structures have been changed in a positive way with decrease in the proportion of agriculture-forestry-fishery from 42.2% in 2001 to 34.1% in 2005, increase in the proportion industry - construction from 21.3% in 2001 to 30.4% in 2005.

Development plan up to the year 2010
- GDP growth rate: It is planned to reach the annual rate of 11%-12% in which Industry will account for 38-39%, services will account for 37-38% and agriculture-forestry-fishery will account for 24-25%.
- Sectors’ development plan:
+ Services: The sector will be developed with various types to increase purchase power, develop the province’s markets with attention paid to rural and mountainous ones.
+ Agriculture-Forestry-Fishery : The sector will be developed with changes in agricultural production structure and rural economy to establish centred specialized goods production linked with consumption market to ensure food safety and sufficient materials for agricultural products, seafood processing and increase quantity of food for export.
+ Industry: Priorities will be given to centered industrial zones and small scaled industrial centers to support the development of small & medium scaled enterprises; promote professional villages to develop private-sector industries, etc; Diversify new urban areas; Make Vinh city become Type 1 city and the cultural, economic center of the North Central Coast .
Priorities will be given to:
1. High quality tea processing, pineapple, essential oil, coffee, fruit juice, paper, pulp, products made of wood, bamboo, neohouzeau, beef, pork, chicken, seafood (shrimp, crab, fish, cuttlefish), fish sauce, peanut, sesame, bamboo shoot, eggplant, salted vegetables, chilly, vegetable oil, medicine, etc.
2. Production of cement, white stone power, high quality pottery & porcelain, products-from black stone, granite stone, white stone, fire-brick, micro-organic fertilizers, etc.
3. Production, assembly of automobile, electronics, textile, footwear, small engineering, etc.
4. Production of confectionary, beverage, tobacco, etc
5. Investment in construction of hotels, supermarkets, trade centers, parks, sport centers (golf, stadium, volleyball, badminton, tennis, swimming pool, etc).
6. Investment in construction of beach tourism centers, eco-tourism, other services in Cu Lo town, Vinh city, national parks, and natural conservation centers.
