Introduction
   

General information

 

- Geographic location: Ninh Binh is bounded by Ha Nam province to the North, by the Chinese Sea to the East, by Thanh Hoa province to the South and by Hoa Binh province to the West.

 

 - Area: 1,383.7 km2.

 

- Topographic features: Ninh Binh is situated in the meeting point of Red river and sediment bandstone in the West. It is also situated in the depression of Red river delta and next to the sea. Therefore, the province has various topographic features with both plains, half hilly & mountainous areas, depression and coastal areas.

 

- Administrative units: Ninh Binh is divided into 1 city (Ninh Binh), 1 town (Tam Diep) and 6 districts: Gia Vien, Hoa Lu, Kim Son, Nho Quan, Yen Khanh and Yen Mo.

 

 - Population: 918,500 (2005).

 

Resources

 

- Natural resources: In general, Ninh Binh has different regions with different soils as follows:

Coastal plains whose levels are raised by silts have potentiality for developing aquaculture especially shrimps and crabs for export, industrial crops such as reed; Waterlogged plains are suitable for developing cultivation of intensive paddy, subsidiary crops, short term industrial crops, fruits, vegetables, beans, etc. Half-hilly and mountainous areas whose soils are mainly peralitic formed on the spot and on weathered products of mother stone are suitable for developing fruit trees, industrial crops and medical plants. Ninh Binh also has various types of mineral such as limestone, clay, peat and mineral water.

 

- Tourism resources: Ninh Binh has great potentiality for developing tourism such as Tam Coc – Bich Dong tourism center, Hoa Lu ancient capital, tourism spot in the center of Ninh Binh town including Duc Thuy Son, Ngoc My Nhan, Ky Lan lake; Cuc Phuong National Park, Ky Phu, Dong Chuong lake; Kenh Ga hot water stream, Van Trinh, Van Long cavern, Dinh Long pagoda; Tam Diep – Bien Son ancient defense line; Yen Dong lake in Yen Thang, Ma Tien cavern, Than Phu gate; Phat Diem stone church and Kim Son coastal area.

 

- Human resources: The labour force is abundant with 525,277 labourers in working age, of which 12,730 are looking for jobs. The number of labourers has trend to increase in industry and services and decrease in agriculture sector. Trained labourers account for 11.4% of the total working labourers, lower than that of Red river delta (16%) and of the whole country (12%), untrained labourers account for 88.6%.

 

Infrastructures

 

- Transportation system: The province has quite developed transportation system with railway, roadway and waterway, creating favourable conditions for goods exchanges in the province and with other areas nationwide and worldwide. The North-South railway route has 19km in Ninh Binh province (from Cau Co to Doc Xay) running through 4 stations: Ninh Binh, Cau Yen, Ghenh and Dong Giao. Riverports have the annual capacity of over 2 million tons. General speaking, the province’s transportation is quite complete creating conditions for developing production and services including trade.


- Power supply system:
Investment has been put into upgrading transmission networks, constructing 4 new 100 KV stations in Nho Quan, Kim Son, Tam Diep and Ninh Binh towns.


- Post and telecommunication system:
There is a digital switchboard connecting post offices in towns and districts with the capacity of 12,000 telephones. Telecommunication system has been developed quickly both in size and quality with modern technology (satellites, optical cables)

 

- Industrial zones: Ninh Binh has 2 industrial zones: Tam Diep industrial zone with the area of 62.2 hectares in Tam Diep town, Ninh Phuc industrial zone with the area of 350 hectares in Yen Khanh district.

 

Development plan up to the year 2010


- GDP growth rate
: It is planned to reach the rate of 9-10%, in which Agriculture-Forestry-Fishery  account for 27 – 28%, Industry-construction  account for 39 – 40 % and Services account for 32 – 33%.


- Sectors’ development plan:


           
+ Services: It is planned to reach the average growth rate of 12-15%, increasing the proportion of services to 34-35% in the whole province’s GDP. Priorities will be given to developing post and telecommunication, banking, health insurance, education, transportation and labour export .


           
+ Agriculture-Forestry-Fishery : Agriculture: It is planned to reach the annual average  growth rate of 4%; Forestry: It is planned to newly plant more 5,000 hectares of forestry, increasing the forestry coverage rate of 9% to 31%; Fishery: It is planned to reach the annual average growth rate of 7-8% (for the period 2001-2010).


           
+ Industry: It is planned to increase the annual average rate of industry gross products to 14-16% for the period 2001-2010, increase the proportion of industries in GDP to 19-30% in 2005 and 33-34% in 2010.
