Introduction
   

General information

 

- Geographic location: Hai Duong is bounded by Yen Bai and Lao Cai to the North, by Vinh Phu and Hoa Binh to the East, by Lai Chau to the West and by Thanh Hoa province and Laos to the South.

 

- Area: 1,652.8 km2.

 

- Topographic features: The province’s topography has features of both plain and mountain. Hills and mountains accounts for 11% and are in Dong Trieu mountain range in Chi Linh and Kinh Mon districts (in the North and Northern East).

 

- Administrative units: Hai Duong is divided into 1 city (Hai Duong city) and 11 districts: Binh Giang, Cam Giang, Chi Linh, Gia Loc, Kim Thanh, Kinh Mon, Nam Sach, Ninh Giang, Thanh Ha, Thanh Mien and Tu Ky.

 

- Population: 1,732,800 (Statistics Yearbook of 2007) 

 

Resources

 

 - Natural resources: The province has diversified and rich soils suitable for agricultural development. Its mineral is not various in types but large in quantity and of good quality well serving local industries, especially construction material production such as cement limestone in Kinh Mon districts, Kaolin in Kinh Mon, Chi Linh districts, bauxite in Kinh Mon district, etc.

 

- Tourism resources: Hai Duong is one of the cradles of Vietnam’s culture with hundreds of historical and cultural monuments such as Con Son – Kiep Bac, monuments of Chu Van An, Tue Tinh, etc.

 

- Human resource: The province’s labour force was abundant with 920,000 people of working age, (accounting for 54.6% of the total population), in which 83% worked in agriculture. 40% of labourers were in the age range of 18 to 30. Trained labourers accounted for 19-20%. Manual labourers (high school graduates) accounted for 60-65% (statistics of the year 2002). Labourers are hard working, active and quick to understand new techniques.

 

Infrastructre

 

 - Transportation system: It is quite convenient to travel in/to/from Hai Duong with 3 major means of transportation which are roadway, waterway and railway. There are 4 national highways (National highways No. 5, 18, 38,37) running through the province. Hanoi-Hai Phong railway route with 7 stations in the province satisfies the local demand of passenger and goods transportation. Kep-Bai Chay route running through Chi Linh district is the route for goods transportation from northern highlands to abroad through Cai Lan port. The province has 400 km of rivers including 16 major river routes, enabling the traveling of 500 ton ships. Besides, Cong Cau port with annual capacity of 300,000 ton and satisfactory wharfs and grounds make waterway more convenient here. The province’s transportation system has created good foundations for economic exchanges between the province and other areas nationwide and worldwide.

Power supply system: The province has one thermo-electricity plant (Pha Lai) with the capacity of 1040 Mw; The province’s power supply network is quite good ensuring safety and stability of power supply with 5 transformer stations of 110/35 kV (total capacity of 197 MVA) and 11 transformer stations of 35/10 kV. These stations are evenly distributed in the province. The 110 kV and 35 kV power networks properly satisfy power demand of households and for production.

Post and telecommunication system: Mobile phones can be reached anywhere in the province. Telephone networks are installed in all communes connecting with other areas nationwide and worldwide.

 

- Industrial zones: There are quite many industrial zones in Hai Duong which are Cong Hoa with the area of 175 hectares in Chi Linh District, Dai An with the area of 170,82 hectares in Hai Duong City, Doan Hong with the area of 200 hectares in Gia Loc District, Gia Tan with the area of 150 hectares in Gia Loc District, Hung Dao with the area of 120 hectares in Tu Ky, Hung Thang with the area of 150 hectares in Thanh Mien district, Nam Sach with the area of 87 hectares in Cam Giang district, Nghia An with the area of 200 hectares in Ninh Giang district, Nhi Chieu with the area of 500 hectares in Kinh Mon district, Pha Lai with the area of 100 hectares in Chi Linh district, the industrial zone in the West of Hai Duong city with the area of 47 hectares in Hai Duong city, Phu Thai with the area of 72 hectares in Kim Thanh district, Quan Goi with the area of 150 hectares in Gam Giang district, Tan Truong with the area of 200 hectares in Cam Giang district, Tan Viet in Binh Giang district, Tau Thuy with the area of 190 hectares in Kim Thanh district, Ninh Giang townlet industrial zone with the area of 150 hectares in Ninh Giang district and Tuan Hung with the area of 200 hectares in Kim Thanh district.

 

Development plan up to the year 2010


- GDP growth rate :
It is planned to reach the annual rate of 10-11% in which agriculture-forestry-fishery will account for 22%, Industry-construction account for 46% and services account for 32%.


- Sectors’ development plan:

    + Services: It is planned to have the proportion of 33% with the detailed plan such as promoting communication to raise awareness of enterprises on international economic integration, promoting production and export of key goods with competition advantages such as textile, footwear, frozen piglets, process vegetables and fruits and handicrafts, etc

    + Agriculture-Forestry-Fishery : It is planned to reach the annual growth rate of 4.5-5% for the period 2006 to 2010 with increase in the agricultural production values from 37 million VND/hectare to 50 million VND/hectare in 2010 by developing small scaled industry, services in rural areas, promoting the cooperation among farmers, scientists, materials suppliers and producers, applying modern technology to production especially breeding technology.

+ Industry: It is planned to reach the annual growth rate of 17.4% for the period 2006-2010, developing high technology industries such as automobile assembly, manufacture engineering, shipbuilding, spare part production, electronics-informatics, new material production, high quality construction material production, etc; further developing to create added values raising competitiveness for textile and footwear industries; raising the quality of foodstuff and handicrafts.
